That repo path should either include pro or gpl at the end, e.g.:
https://software.virtualmin.com/vm/7/gpl/apt
or (only accessible with serial number/key): https://software.virtualmin.com/vm/7/pro/apt/

If you are a Pro user, after downloading beta version of install.sh script to a fresh instance of Debian 11, before running it, edit it replacing GPL with your actual license/key information.
