Why cant install Bandwidth Monitoring?

SYSTEM INFORMATION
OS type and version Ubuntu Linux 22.04.3
Webmin version 2.105

Neither of the System Logs modules are installed on this system and supported by your OS. The Bandwidth Monitoring module cannot operate without one of them.

How to install?

I believe the error is accurate, though not as informative as it should be.

Ubuntu no longer uses syslog or syslog-ng, and instead mostly logs via the journal. It doesn’t look like the Webmin Bandwidth module has been updated to support journald instead of syslog or syslog-ng.

You could install rsyslog (the implementation of syslog that was the most common on Linux distros up until a couple years ago when everyone switched to journald), which will probably provide what is needed for the module. Or, you could update the code to support journald (journald has a syslog compatible interface, so tools that log to syslog can log to journald with minimal changes). Or, you could wait until Jamie or one of us gets around to updating the module to work with journald.
