Where is php_admin_value engine Off coming from and

So, every new Virtual Server that I create (sub, or top level) gets php_admin_value engine Off thrown in both the :80 and the :443 directives.

Unfortunately, it causes php files to be download instead of executed.

Where is this initially set, and how can I eliminate it from being inserted into my *.conf files?

It was a bug and already fixed and added for inclusion to Virtualmin 6.09.
