What is 'Edit Owner Limits' for when you have 'Account Plans'

This is definitely a newbie question.

If all account permissions are set in an account template,
(Virtualmin → System settings → Account Plans),

what role does ‘Edit Owner Limit’ serve?
(Virtualmin → Administration Options → Edit Owner Limits)

Am I missing something, or is this a duplication of settings?

Plans = default settings when domain is created
Edit owner limits = edit them afterwords if required

If you edit the Virtual server you have the following option which will overwrite the options?

account-plan-apply-from-new-plan

What happens if you only want to change 1 server on the plan ?

As a temporary override, maybe, otherwise it should be on another plan.

Saves me time keeping plans to a minimum and tweaking domains as required as I dont even think of what plan I’m using as i only have one when a domain is created but each to their own

Account Plans are system wide.
Edit owner limits is for that domain only and override System plans for that domain.

I have a customer who need shell access to do development. I add the access for him on his account only. Thats a example why its needed.
