After installing updates including a new kernel, Webmin does not show the usual indication on the dashboard that the system requires a reboot.
AlmaLinux/DNF5 correctly detects the reboot requirement:
[root@vps ~]# dnf needs-restarting --reboothint
Core libraries or services have been updated since boot-up:
* dbus-broker
* kernel
* kernel-core
Reboot is required to fully utilize these updates.

However, the legacy standalone needs-restarting command is not present:
[root@vps ~]# command -v needs-restarting
[root@vps ~]# needs-restarting -r
bash: needs-restarting: command not found
[root@vps ~]# echo $?

Seems that Webmin’s reboot-required detection for Red Hat-derived systems checks for and invokes the standalone:
needs-restarting -r
but AlmaLinux 10 uses the DNF5 command:
dnf needs-restarting --reboothint
(or the corresponding DNF5 needs-restarting subcommand).
So DNF5 correctly reports that a reboot is required, but Webmin 2.660 does not display the reboot-required warning. Same Webmin running on AlmaLinux 9.8 does show the warning.
Would it be possible for Webmin’s reboot detection to fall back to the DNF5 dnf needs-restarting command when the legacy standalone needs-restarting executable is unavailable?
I can provide additional diagnostics or test a patch if useful.
