Web options - not working

I have done this so many times but what has broken?

new VS added (the domain is a sub server)

1. Added to top level domain - ok;
2. Added SSL - ok
3. Web Configuration -> Website Options - ok
   
   
4. but wait - no it didn’t

redirection to https works though.

No it does not
and validate gives a weird result

not seen that before (the top level was ok) and the other VS on this VM)

works over here. http (302) → https (200). tried it with wget and lynx.
and some redirect checker tool, reports the same.

check apache vhost and/or .htaccess, redirection should be there.

i would look there however this is a squeeky new VS the only things added were by Virtualmin it is the default website. where has a rogue domain.conf or .htaccess come from?

I do not know how -
after disabling all VS on this VM (parent and sub) then re-enabling this validated without the error
