I found the documentation on how to develop a Webmin module, but I don’t see any documentation about creating modules that need to expose an option on the Virtualmin side of things. Is that in the documentation somewhere I’m missing?

Yes, the confusion most likely comes from the terminology, as Webmin has modules but Virtualmin has plugins.
