I want to run centos 9 stream virtualmin.

I recommend you not do that. CentOS Stream is not a Grade A supported OS (and may diverge from a working state in subtle or not subtle ways at any point in the future), and unless you’re an expert, you should stick to a Grade A supported OS.

I recommend you use Rocky, Alma, or RHEL.
