Virtualmin-config version 6.0.31 released

Howdy all,

I’ve rolled out version 6.0.31 of the virtualmin-config package. This fixes installation dependency problems on CentOS 6, enables XFS quotas on CentOS 8 during installation (rather than during the wizard run), and fixes a couple of other minor bugs.
