To many bad attempts let’s encrypt has banned you for a while, while your waiting for that ban to lift make sure all the dns records are in order and the well known directory is accessible from a browser

You can use Cloudflare and take advantage of Proxied mode from them so that your Website has free SSL without having to install it on VMs.
Or you also have another option, by creating free SSLs for a period of 90 days, the important thing is that you should renew the Cert after 90 days. You can refer to free SSLs and requests here
