Two-factor authentication via Authy not sending sms in webmin 1.990

Hi Teams ,
I have activate Two-factor authentication using Authy on (Webmin 1.990,Virtualmin 6.17,CentOs 7 ),
Already added Authy API key successfully and saved with no error, When I enable two factor authentication for user it is asking for email and mobile phone number and enabled successfully with no errors,Also I found in my Authy system console that the user created automatically and successfully with correct token ID, mobile phone number and email address …
the problem was when the user trying to login there are no verification sms sent to the user,
I checked from Authy side there are no problem even no sms in the sent report ,I tried sms test from Authy and sent successfully,Service configured in authy correctly using sms otp mode only , Even I check with Authy support, They confirmed that there are no problem in there side or in the account .
IS there any solution or trace ?

Does Authy perhaps require that you enable the SMS feature for your API key?

Hi Jamie,
I already purchased the service to enable SMS and sent sms test in Authy successfully as I mentioned before,
I am not use trail version of Authy, account, already have a balance and service configured on sms,
Also I contact Authy support , There are no problem from Authy side ,
The problem from virtualmin side ,
I don’t now how to trace it from webmin server ?
