Top-level server created from subserver has no valid user

I created a copy of a subserver as a top-level server using the “Move virtual server” command.
This creates a user that is the domain owner of the VS filesystem.
However, this user is not attached to the database and has no FTP access. It is a mail only user without “Other user permissions” tab.
In order to make the site working, I had to create a new user with database and FTP accesses to allow the web site to get access to the database, and to provide an FTP access to this web site.

Did I missed something?

Update:
the moved server kept the original VS domain owner for the database. I could replace it by the new domain owner of the promoted VS. This needs to be fixed or explicitly mentioned I guess.
The second issue is that the new server owner has no FTP access, it cannot be granted any rights as sown in the attached screenshot:
