the scripts should be available to end user and not to the administrator, in cpanel and plesk the one click applications are made thru the end user (the customer) and not the admin, here in our case that i buy virtualmin pro to be available only to admin is mistake

They are not available only for the admin. Domain owner users can also install scripts. The root user, of course, always has all privileges, but you can grant domain owners the ability to install scripts (and just about anything else related to their domains).

i found it already and i had fix it but scripts cannot be-installed to sub-servers i try www.salescenter.biz/phpmyadmin nothing found

or there is a problem with the scripts or there is problem with sub-directories inside the public_html of sub-server

Scripts problem

Install Scripts link can appear for sub-servers too. For master administrator logins it requires a domain to have enabled Apache or Nginx web-server feature and for virtual server owners, that plus Administration Options ⇾ Edit Owner Limits page must have enabled Can install scripts option.
