Switch OFF PHP per virtual server

Hi
Is there a “proper” way to switch off PHP for new virtual server, based on the server template?
I know I can remove php-fpm rules from httpd virtual server configuration, but this requires manual work.
The idea is to prepare a really cheap and tiny “only HTML” hosting plan in Virtualmin.

Thanks for the answer.
I think it is easy fix. Just omit including php lines in virtual server template, in httpd.conf during virtual server creation. Or do not create XXXX.conf in /etc/php-fpm.d/ for this given user/virtual server?
