is there some place in virtualmin where i can add “SSLProxyEngine on” or is this done by manually editing the httpd.conf file?

To my knowledge there isn’t a built-in option for that.
You can certainly add it in manually using a text editor though.
Or, you could also go into Services -> Configure Website for SSL -> Edit Directives, and there, you can add whatever directives you need to the SSL portion of that domain’s Apache config.
