Are you use cloudflare proxy?
i just tried going to that particular website in my Chrome browser.
Ahh I see what you mean, looks like the server is down @staff please check.
You should use https://download.virtualmin.com/virtualmin-install
check docs, maybe that’s a old link
Usually, getting started with Virtualmin can be done with a few simple steps, using our automated install script. The install script will set up your package manager (dnf or apt), and then download our packages as well as all of the necessary...
I wouldn’t use anything apart for what is the doc’s, unless its some development version.

Do not use software.virtualmin.dev; use software.virtualmin.com, e.g.:
https://download.virtualmin.dev/virtualmin-install.sh
or
https://download.virtualmin.com/virtualmin-install.sh

The github one is for developers actively working on the Virtualmin installer or testing beta versions of the installer. We don’t have a beta of a new Virtualmin installer right now, so probably no one needs to be getting the install script from github?
Pretty much everyone should be fetching the install script from our download page, which is always the canonical source for how to download and install Virtualmin: Downloading and Installing | Virtualmin — Open Source Web Hosting Control Panel
