It is possible to set the max number of process, db connections etc for each account plan. I want to be sure that the smaller users won’t abuse the resources

Virtualmin Pro offers a way to set the max number of processes a user can have, as well as how much CPU time and RAM each can use.
That feature isn’t available in Virtualmin GPL.
However, if you’re using Virtualmin GPL, that’s something you could setup manually by editing /etc/security/limits.conf (which, behind the scenes, is what Virtualmin Pro is doing).
