is there a way to safely remove mailman from the server?
we DO not use the listserv features on any site

You should be able to enable / disable Mailman from Virtualmin → System Settings → Features and Plugins

You installed it, you can uninstall it. Mailman has not been part of the Virtualmin default install in years, and never on CentOS 8.
So…undo all the things you did to get it installed. 
its an older install that had it packaged in! (not centos8/that was a typo)
this worked!
You can use yum/dnf to uninstall so it’s removed completely.
