Virtualmin doesn’t manage VMs, so you don’t. Or are you talking about Cloudmin?
The only reason to reboot any system (VM or otherwise) is for a kernel upgrade, and you can reboot the system Virtualmin is installed on in Webmin->System->Bootup and Shutdown.
