ProFTPD enable connect SFTP but not FTP

It is really very strange, before two hours i installed new Virtualmin on new machine with CentOS 7
then added new user from users and groups as regular
i tried everything to connect to it through FTP port 21 but no way
then when i tried to connect via SFTP port 22 , it directly connected without any problems …
what shall i do to be able to connect via FTP port 21??

help me please !!

Look at your ProFTPD configuration files, there are probably some lines forcing the use of the port 22.

hi… sftp is not ftp… sftp is ssh ergo port 22 and ftp is port 21 - also means two different things…
