I did a fresh install of Virtualmin, and in Webmin PHP configuration, the PHP-FPM ini file is not showing. I did the reinstall on Debian 12 and Ubuntu 24.04, the same issue persists even after three fresh reinstalls. Please fix it.
You edit php config via the virtual server, not webmin. Global setting are override by the virtual server settings.
You can use the template system to add setting for a new virtual server.
I use Rocky and I do see FPM setting in the webmin section but it won’t effect the virtual server as far as I’m aware, I maybe wrong 
Also I just checked there is no ini file for FPM its a .conf
