PHP-FPM Configuration menu / Resources Limits, missing from end-users but not admin

Hi there,

Often WordPress users run into memory limits and post and file upload max size issues.

We encourage our users to log into their panel and adjust these values.

This morning we discovered for a specific user, they don’t see this crucial menu:

I’ve gone through some of the plans and server templates but I don’t seem to find a dialog to switch this on. Perhaps someone knows the UI better and can direct me where I can turn this on for end-users?

I have attached two screenshots to better demonstrate this problem.

Screenshot #1 is the user’s screenshot where you can see the menu is missing.
Screenshot #2 is myself in as the server administrator, where I can see the menu.

Owner limits allows a user to edit php.
