Several posts on the forum refer to this issue. I just confirmed this (using WordPress) on a fresh install of VirtualMin and WordPress.
And https://www.google.com/search?q=virtualmin+php+mail+function indicates this is already an old problem.
Solutions for the mail function in PHP not working in FPM mode are:
- use a direct SMTP method
- switch PHP to FCGId vs FPM
