This could just be our environment, but I thought this worked for Oracle Linux 9 before. Webmin is no longer indicating “Recent package updates (such as a new kernel version) require a reboot to be fully applied.”
I don’t know if it is related but in dnf.log, I noticed needs-restarting is being repeated in the command:
