Fixed with command dnf update --best --allowerasing
I did remove awscli-1.23.10-2.el9.noarch. I don’t use AWS so it should be ok.

For me - Almalinux 9.2 - two steps
/bin/dnf -y update python3-rsa-4.9-2.el9.noarch and python3-rsa-4.8-1.el9.noarch --allowerasing
install ok
AND
Upgrading:
linux-firmware-whence noarch 20230310-134.el9_2.alma baseos 72 k
install ok
Note that we don’t provide that package. So, this is not a Virtualmin question. (Non-Virtualmin questions are welcome, of course, I’m just noting why I’m moving it to a different category.)
This is effecting the Amazon S3 Bucket but its not sure what you guys can do unless the repo gets a later version.
It comes from the EPEL repo. Presumably, hopefully, it’ll get an update soon.
Temporarily disable the epel repo.
Just skip that one package. No need to disable the whole repo.
It stops the red symbol telling me that updates are waiting.
