It is not possible to use underscore naming (creating) a database with Virtualmin.
It should be possible as underscore in database name are valid : MySQL :: MySQL 8.0 Reference Manual :: 9.2 Schema Object Names
It is possible. Always has been. You must have something wrong with your system configuration. I tested again just now to make sure and here you go:

Sorry for the false alarm.
It’s called sleep fiddling and your brains work ahead of your body. When you wake up, your head is in denial state and it’s all confusing. Happens to me from time to time
