I realized too late that setup.sh does not check for prior installs… and that makes quite a mess.

You shouldn’t be using setup.sh
on any OS with a good supported package manager. You have apt and dpkg. You shouldn’t be using setup.sh
. There are deb packages in an apt repo for you. And it will protect you from all sorts of mistakes and make all sorts of conveniences available to you that a tarball installation cannot do.
They are not talking about Virtualmin. Webmin has no such requirement. (But, they should use a package, not the tarball.)
