License checking if there was use in another place

I’m migrating to a new Cloud Hosting. After installing webmin - virtualmin I checked the home page for the indication for the pro version.
What caused me strangeness was that the use of the license already acquired a while ago can be inserted in the new accommodation without checking if there was use in another place.
Could this be an indication that licenses are not unique and not used only on one server?

I’m not sure what you’re saying you’re seeing or exactly what you’re asking.

But, you can install a new system with the same license as an existing server for migration purposes. You’ll have 21 days grace period for the migration. You’ll see a warning about the license being installed on multiple servers, but it won’t impact functionality during the grace period.
