Sorry about the circumstances. 
I know at some time in the past, just re-running the install script seemed to get me past that. Depending on hardware, virtual or real, it can take some time.
But first.
Is this a clean OS minimal install without any pre-configured panels or web servers or whatever? This seems to be a problem being reported here more frequent as of late.
You could look at the log to see what it’s stuck on. Presumably a slow download.
