I have updated the index.html file inside public_html , but the default page is not updating
Have you cleared your browser cache? Are you sure you are navigating to the correct page?
/var/www/html has a server default page.

You will see a web page open in a new tab. Is this the default Virtualmin page or the updated page that you have put?
shows the default page , not the one i uploaded.
what did you name the page you uploaded?
You named it index.html and overwrote the original?
we are missing that system information.
which web server?
be very aware that Apache loves .htaccess files Nginx ignores them. so test with a very simple index.html file
Sadly, I find that option rarely works (I thinks it is due to the way the url is composed) picking up ip6 and ssl
im administering via the Web virtualmin , i havent seen the .htaccess. I backed up the original index.html file , uploaded a new file and renamed it to index.html.

What does the server show as root doc for the site?
Third time asked. Did you clear you browser cache or at least try a different browser?
If Virtualmin Preview is showing the Virtualmin default web page then we know one thing for sure - that the Virtualmin default web page exists. It exists in index.html. Ergo whatever you have uploaded / updated has not overwritten or replaced the original index.html.
My next question to you is this: where have you uploaded / updated your content? Yeah, you have said in your original message that you have updated the index.html inside public_html, but where?
Based on the description of the problem, I suspect it is a variant of βthe wrong site shows upβ as was linked above.
as has been said:
this is very important! - even if you use File Manager to upload a file, I have found when you casually do this it only saves a copy! and does not over-write the original. - the option is effectively hidden under a drop-down on the button. some FTP also do this - so always better to delete the old file first.
