You’d need to encode it and attach it, since I believe that’s how HTML is handled by modern mail clients. This seems to be the right direction: email - Procmail - auto reply with attachment - Unix & Linux Stack Exchange
the Help popup panel for AutoReply says (took me forever to find this info) … if your autoreply text in the text box STARTS with <html>
then the autoreply code will do the right thing …
in fact I have tested this just last week for a new client and it works fine.

I believe you have to be somewhat careful about what HTML you use. Mail clients trail browsers by years in what HTML they can deal with. But, yes, <html>
at the start of the message is being interpreted to mean “this is HTML, encode it for me”.
