The error seems clear. You don’t have a PTR (reverse DNS) record, which is the record that maps an IP to a name.
Your hosting provider controls this, as they own the IP address. Some provide a UI for setting the PTR for your IP. Some will delegate to your DNS server. Some just provide a default name within their zone and you can’t change it (but that’s not the case here, since you don’t have one).

This all depends on your provider. What @Joe told you was pretty clear. You need to check with your provider about doing this. Maybe they have a tutorial or FAQ on their specific interface.

I’m connected with Cloudflare and have added the Hostinger PTR record to the Cloudflare DNS settings. Could you please check if this is correct?

You don’t control PTR records. Your hosting provider does.
This is not a record you can add to your DNS zone, unless your hosting provider has delegated authority for the reverse zone for this IP to you. You would need this to be a reverse zone…which is not what you’re doing there (and I don’t think Cloudflare hosts reverse zones, but I’m not an expert on Cloudflare).
Again: You do not control reverse DNS for IP addresses. The owner of the IP does. That is your hosting provider. They are the ones you need to check with to see how you configure a PTR record. Re-read my first response. I’m just going to be repeating myself if I try to explain it again.
Also, the PTR record you created is nonsensical.
A PTR maps an IP address to a name. You’ve got two names there. That isn’t how a PTR record works.

If your account does not meet these qualifications and you do not own the IP prefix you want to add PTR records on, contact the owner of the IP address

Simply contact Their support. And if they have a good support, they will indicate you all the step to follow.
