How to setup @extensionless-php using Nginx

Have a plain .php site with about 10 pages. Client has asked if we can add rewrite rules so that https://domain.tld/services.php looks like https://domain.tld/services/

They want this plain site to behave like the “post name” WordPress permalinks option.

I’ve tried several variations and I cannot get it to work correctly - is there something preventing this behavior on VM? Any thoughts/suggestions? The link below is my basis for the nginx configuration.
