Have you tried the suggest commands that shown on the bottom line.
That’s how I normally fix.
Tried but not fixed.
If you update this ailing old decrepit version to 9.10 that problem will go away.
It’s easy.
dnf update -y
There is RHEL 9.7 but not heard of 9.10
I run same OS, I may have ran into same issue but I can’t remember.
Like I said running the commands (or a combination of the commands) should fix.
Otherwise maybe a missing repo. These are the ones I have enabled.

Sorry, I was wrong, current is 9.7 not 9.10
It is still the solution to the OP problem however.
dnf update -y is your friend.
solved.check rhel subscription frist then use command dnf update -y. thanks for helping me.
Next, do a backup then migrate to Rocky, no more RHEL subscription problems.
Since I run Rocky Linux and do not have a subscription to RHEL I was just checking to see if maybe there were versions exclusive to RHEL subscriptions.
