I`fm not correct set hdparm i think. I reinstall my system and set it from 0 also.
I use the man: hdparm - ArchWiki
But in Debian hdparm installed in /usr/sbin/hdparm not /usr/bin/hdparm like in Archlinux. And use settings for webmin from the thread.
