I think I’ve fixed the problem with commenting on forum posts, and we’ll be turning the spam filters back on (it wasn’t the source of the problem, but we thought it might be).
If you are unable to comment in any forum, let me know, as it means I missed it when I was fixing the permissions on all of the forums. (Note that posts and comments are different data types and subject to different permissions in Drupal; it was only commenting that was broken.)
