Firewall does not allow internal access until stopped and started

Hi Folk,

I had a server (Rocky Linux and Virtualmin) setup with old versions. Because of other problems, I had to reinstall the latest version of Rocky Linux and Virtualmin.

But then a strange problem happened with the firewall.

Somehow when I reboot the server, I need to stop the firewall and then start again to access the apache web pages internally.

After reboot if I use the “systemctl restart firewalld” command it is also not working. I must stop and then start to access websites for internal access.

After reboot if I want to access it externally there is no problem. So I don’t need the stop start thing for external access.

Anyway, I don’t know the problem and have no idea why. Any ideas or fixes would be great.

I found below solution after that subject and it is solved my problem too. This situation is about fail2ban rules.
