Centos 7 moved from ip-tables to a new firewall.
Webmin is missing this support.

Yeah, CentOS 7 does indeed use Firewalld by default (which still uses iptables behind the scenes).
Webmin support for Firewalld is going to be a bit down the road, it sounds like, though I don’t have a specific ETA.
