Webmin BIND DNS module supports editing all of those already (has for years). And, you can add arbitrary records to your Server Templates, if you need something Virtualmin doesn’t include by default.

CAA record is not created when an ssl certificate is created
That’d be a terrible support burden. Easy to mess up and so easy to have break over time. And, Virtualmin only knows what it should be for local Let’s Encrypt domains, but if someone has many sites under management with different certs it’d cause problems.
You can certainly add it to you Server Templates if you know you’ll only ever have one CA.
