CPU spikes observed in Webmin

Hi, sometimes when I go on Webmin, the CPU spikes to red at around 90–100% for a few seconds, and then it immediately goes back to normal. Today, I managed to capture that moment:

Do you know if this also happens when I don’t access Webmin through my browser?

I believe this is the initial polling of services and setting up. This has been discussed before. I think some adjustments have been made, but just like any other program (especially at start up) it can spike.
