Change Backups Excludes should truncate tables rather than not backing them up

My humble suggestion is that this function should not avoid backing up the tables but to truncate them because when restoring I found out the hard way that there where no cache tables at all in the DB, so the site did not start and I had to recreate all the cache tabels manually to have the Drupal site working!
