Perhaps a slight adjustment to the GUI might be to add “left / right” arrows when content “overflow” is scrollable. While I’m with you on the “Shift + Mouse Wheel” or simply using your finger to scroll (on mobile) I do also understand how some might not be aware of this concept.

Ok found something, the screen size at 1921px I get missing action section, under 1921px and under I see the actions section. Maybe a adjustment to the media query and the min-width size.
The OS and browser decide when and how to show the scrollbar. I was looking for ways to control it, but I couldn’t find any—there are none, as far as I can tell, at the moment at least.
The container offset is not directly related; however, there is a hidden configurable option to manage it. If you don’t want the container offset, which I prefer to have enabled by default on large screens, you can disable it by running the following command in your browser’s console:
