Can manage extra admins? ("Edit capabilities for virtual servers" - unchangeable X on most things)

Specifically I would like extra admins to be able to add more extra admins.

When I create one I have a number of options, including “Can manage extra admins”, nearly all of which have greyed-out Xes over them which cannot be check marked:

Where can I enabled “Can manage extra admins”?

Nevermind, this looks promising (System Settings, Account Plans…):

So adding that added the ability to check that box for my existing Extra Admins:

Is there any way that I can check the box en-masse for all of them though?
