Before I end up pissed I want to ask first. When I do a full backup, copy the tar over to my desktop with FTP and restore does it contain my databases, folders, and mail?

You can see what features are backed up by going into Backup and Restore -> Scheduled Backup, clicking your full backup, then looking at the Features and Setting box.
By default, all of would be backed up.
