Additional admin users: GUI creation, and their storage (just curious)

If I create an additional admin user like this:

virtualmin create-admin --domain testdomain.com --name bigron --pass somepassword --edit users --edit aliases

I can add mail users if I login (to Webmin) as that user.

Is there a way to do that via the GUI?
Nothing is jumping out at me under “Usermin” and if I look in “Webmin” and “Webmin Users” I see my user there but if I click it, I am warned:

“This Webmin user should not be edited as it is managed by the Virtualmin Virtual Servers module. Click here to bypass this warning and edit the user anyway - but beware that any manual changes may be over-written!”

Bypassing that and duplicating its checkboxes on a “Create privileged user” does not create a user with the same ability. (Neither does “Clone”. And incidentally clicking “Save” on the original underneath its one “Available Webmin Modules”, “Virtualmin Virtual Servers”, breaks the original.)

Mostly I’m just curious if I’m missing it, the command line is fine.

Also, where are such users actually stored? They are not in the password file and I seem to be able to create the-same-username so long as the domain is different. (I am just curious about that too.)

Thanks

Right there it is, thank you.
