You don’t use virtualmin then ? Else you would be aware that virtualmin virtual servers run as the domain owner and not www-data, chowning to www-data will stop everthing from working

what @jimr1 said. you need to chown to user for this virtual server.
not www-data.
that’s all that is needed to fix this “ftp” issue. wrong user permissions. not chmod or anything.
