Connection timed out means the server could not connect to port 25 on the destination server.
Your network provider probably blocks port 25. Some will unblock it on request, some won’t.
If they won’t, you’ll need to use a mail relay like Amazon SES, Sendgrid, Mailgun, etc. Some have a free tier that’s enough for light email. None are very expensive, though.
