OK I am going to ignore PHP → I am assuming you are on PHP 7.3 or better 8.1 (current) on the new Debian box. Though those index.php4 and index.php5 instructions suggest there is some really ancient code in the WordPress.

Virtualmin is currently on v7.8.2 again quite a bit changed from v6

htaccess file that is on all 3 wordpress folders

My php is rusty and my use of Apache is even rustier, but that suggests to me “forget whatever php specific version it has been coded as - just run it with the currently installed version”

It looks to me like a “Rewrite rule” has been used to “fix” a previous issue.

I’m still think mod php may have a bearing on this check the apache logs and config files for any mod php entries
