I’m not disagreeing that 16.04 is outdated, just seeking clarification on whether the Virtualmin update should be available.

Yes, Virtualmin 7.1 must be installable on Ubuntu 16.04.

If you don’t see an update it means you need to fix your repos.

Try downloading official install script and running it with -s param to fix the repos:

sh install.sh -s

… and then try the update:

apt-get clean all
apt-get update
apt-get upgrade
