Users can not access to log files

How can users access to “/logs/access_log” and “/logs/error_log”?

It gives the error on FTP: “550 error_log: No such file or directory”

Also errors on FileManager in usermin: " You are not allowed to access /home/user/logs/error_log. The allowed directories are : /home/user"

Please help.
